Without confidence in contract enforcement the EU economy will take a huge hit. Therefore, I am confident that the ECB will foster the creation of effective, safe and reliable mechanisms to replicate the current structures for private debt enforcement in the Digital Euro. However, what this proposal will stimulate is the considerations of various other issues (AI analysis, balance of rights, redress option) in the development and adoption of in-house processes by various stakeholders.
The specific focus on human-centricity, protection of private data and building upon my previous work for Stand.ICT will ensure that the Digital Euro will be used with the citizens in mind, taking account of balanced rights and obligations. Further, the voluntary standard will be designed to challenge the perception of Digital Euro as invasive and overreaching. In line with the EC’s soft regulation approach the voluntary standard will be available as a groundwork for best practices manuals for various industries.
In short the expected impact is to allow the transition to the Digital Euro to be more human, more considerate to citizens’ rights, and provide certainty for all stakeholders. What I suggest is an add-on with distinctive European features guided by the EU Digital principles.
Bio
Dimitar has Master's degrees in Public Administration, Law and Economics. He has studied in the University of Twente, University of Ghent and the University of Haifa. In the last 10 years of his work experience, Dimitar has worked on a number of complex cross-border restructuring including Enturtrans and Terra Group. He has consulted companies throughout the EU and worked with South African and Israeli clients. He has worked in close collaboration with various institutions (New Mexico State University, IEEE, and the European Central Bank/Bank of Lithuania) on DLT-related projects concerning legal innovation. He has been involved in several Alis Grave Nil/Deriveum projects funded by Block.IS, NGI TruBlo, ELSA, Reinforcing ORRI, SeeBlocks and 6G-Sandbox
